UK Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a recent study of local authorities, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to balance the books.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of councils are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for selling playing fields and land to shore up their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

The group said that a significant number of councils seeking to raise money from a quick sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would prioritise restructuring services and using savings to manage growing financial challenges.”

Specific Cases of Planned Disposals

One local authority in Kent said its property management strategy featured the disposal of a retail complex in Rainham and a community venue in another town to raise £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.

Council Tax Increases and Broader Financial Strains

This research of councils in the coalition, which includes several urban centers, also found that more than 70% of authorities will have to increase local levies next April to address the rising cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” said a council leader.

He added: “We face demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils this week further found local finances being strained by the increasing figures of young people and adults requiring Send support.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have put off planned reforms to the Send system until next year after a policy document setting out those changes has been postponed.

Disadvantage and Funding Gaps

Based on the most recent deprivation measures (IMD) for UK local authorities, many participating urban areas were among the most deprived in England.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” noted the report.

“While only one key city is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the report added.

“Council officials have been clear about the necessity for a equitable and lasting funding system that accounts for and responds to the actual extent of disadvantage and need,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of councils have cut or compromised social care provision in the last year, the survey found.
